When's the new report due?

Depending on how vaporous we're willing to be, you could add my tagger 
project to the under-development list. I was going to release it last 
summer but Ed Kmett talked me into reorganizing things (which was a good 
idea, but still). I've mostly cleaned up that mess and after classes 
finish up (1 May) I was going to spend some time polishing it up for a 
pre-release to the list before doing an actual release to Hackage and 
the Cafe. So it could go either in this HCAR as something still 
vaporous, or we could do it in November when there's something more to show.
