In Debian, the sort of questions we're talking about would probably be
refered to the tech committee
    http://www.debian.org/devel/tech-ctte
who would then ultimately vote on it.

Perhaps the HP steering committee should vote if consensus cannot be
reached on the list? (presumably any committee members who are also
authors or proposers would not vote).
