Building editline on Windows

Hi all,

I'm having some trouble building the editline library on Windows with
MinGW (fails at configure stage). I'd be grateful if someone could
point me in the right direction.

The decision to include editline in 2009.2.1 also seems a bit
questionable to me. Judging by the comments in ticket #44, the main
reason for it was API compatibility, but looking at GHC 6.10.2 docs, I
don't see System.Console.Editline appearing anywhere.
