That's my opinion, yes. If you think even that needs discussing then we
can mention that when we propose it on the libs list.

My hope is that the list of criteria will be clear and mostly objective,
so that a maintainer will already know that they pass 80% of the
criteria before they propose their package. This is how it seems to work
out with GNOME.
