#116: make sure Haddock works with unicode

 in reverting to the alphabetical index, it seems that names starting with
 most Unicode characters would not be listed in the index.

 There might be other issues, for example, with browsers ( bug #45 is the
 kind of thing that might go wrong -- someone should test with lots of
 browsers )
