[Chart] Splitting gtk stuff into a separate package

I don't really see the need for a separate repo. The chart-gtk package 
is tiny, and may as well be released at the same time, and with the same 
version as the main chart package.

I've had a go at this, and attach a patch to split the code into two 
packages. Let me know what you think.
