Network.CGI maintenance and character encoding problem

Well... cgi is alas pegged at 3001.1.7.5 in the platform. Later versions
added new dependencies, which are not in the platform, and probably won't
be as they've been superseded by changes in GHC's base.

I'll contact anders too.
