How to propose new OpenGL packages

I'd like to release new OpenGLRaw/GLURaw/OpenGL/GLUT packages soon,
and it would really be nice to have them in the next platform release.
http://trac.haskell.org/haskell-platform/wiki/ReleaseTimetable tells
me that proposals should be done within the next 3 weeks, so my
question is: How? Via tickets in trac?

Another related thing:  It would be important to fix
http://trac.haskell.org/haskell-platform/ticket/226, but I am not sure
who is responsible for the Windows installer.
