Maintainer for regex packages

In this cafe thread, a user of Chris' protocol-buffers package
who noticed that the package is suffering from bitrot was
unable to get any response from Chris:

If Chris is indeed out of the loop, that is an issue for the
platform, because Chris is also the author and maintainer
of the various regex-related packages in the platform.
