Comment:

 Hmm, this is weird. It turns out that I can wget the file just fine, but
 `apt-get` still complains. I'm suspecting this is actually specific to my
 system -- I'll close as worksforme, but if someone else runs into this and
 figures out what was going on, I'd be curious.
