#30: Create library documentation by default

 After installing, I had a GHC menu in my Start menu, with links to GHC
 documentation.

 I would also like to see a link to the directory containing haddock
 documentation for cabal installed libraries.

 Further, I would like cabal to automatically generate documentation when
 installing new libraries unless I ask it not to.
