[haskell-llvm] splitting repositories for llvm-base and llvm

How about splitting the git repository into a repository for llvm-base and 
another one for llvm? I find it much easier to have a 1:1 relation between 
repository and cabal package. E.g. if you have multiple packages in one 
repository it is hard to tag versions, if the contained packages have 
(slightly) different versions.
