[Haddock] second post-survey version

Here is my latest version for viewing:

Things changed in this version:
• Various further font and layout tweaks based on the last round of feedback.

• Collapsable section logic in both Haskell and JavaScript refactored and cleaned up. Modules in the hierarchal module list that are also links to module pages no longer collapse the section they are a header for. Logic for synopsis drawer cleaned up.

• Synopsis drawer now hides in framed views. This was suggested by some and is experimental. The current way is a bit fuggly (you'll see it briefly in some browsers). If the consensus is to keep this feature, I'll clean up the code so it doesn't flash (somehow...)

This code has all been pushed to the public dev repo.

A question: Some have asked that the lower left frame in the frames view shouldn't be empty on start, but have a Haskell logo or some other place-holder text. To do this I have to add another static file - is it worth it?
