[Chart] Chart 0.17 Released

Hi,

I've uploaded version 0.17 of Chart and Chart-gtk to hackage.

This is the first version released from the github repository:

Only a few changes:

    * documentation and source code links are now to github
    * improved API for stacked layouts, supporting optional merging of 
the legends and hiding of the redundant x labels.
