PROPOSAL: Transfer official maintainership of haskell-mode (was Re: future of haskell-mode)

I am fine with this. Especially the part where we try to update the
Internet so that a google search for haskell-mode turns up current
information about where to  get haskell-mode and who the maintainer
is.
