wiki tickets notifications (issue #5)

I think it would be nice if new wiki tickets (issues, bugs) were
forwarded to the mailing list. This would keep us informed and reduce
bug-to-developer delays.

xmonad does it with the help of code.google.com's notification
system. See for example

Can we get automatic notifications with Trac? I don't like the idea of
burdening bug reporters with the need to fill `Cc:' field explicitly.
