[Chart] Chart version 1.3 released

I've just uploaded version 1.3 of the Chart packages to hackage. This
release has two key new features:

   * Vector field plots (thanks to Anton Vorontsov)
   * A new more concise API based upon a state monad

and various API cleanups and improvements. Also, the Simple API is now
deprecated, and will be removed in a future release.
