[Chart] migrating chart to github

Hi All.

Now I'm regularly using git elsewhere, I've decided to migrate the chart 
repository to github. Hopefully, on balance, this will make people 
happier, and just maybe there will be some additional contributions.

You should be able to access it here:

     https://github.com/timbod7/haskell-chart

Let me know if you have any problems.

Once I've worked with this for a few weeks, and confirmed all is ok, I 
will make the migration official.
