Personally, I would prefer to err on the side of being too specialised.  If we define a version of stencil now that is too restrictive, we can always generalise it once we have a concrete example that demonstrates the need for generalisation.  A more specialised version is easier to implement, easier to optimise, and easier to understand.

Agree - at this stage we don't have a concrete example that demonstrates the need for a general kind of permutation in the stencil specification function.
